Save a survey draft — handles BOTH creating a new draft and updating an existing one. Behavior depends on whether the passed guide has a project_ref field: • If guide.project_ref is NOT set → creates a NEW draft and assigns a project_ref. • If guide.project_ref IS set → UPDATES the existing draft referenced by that project_ref (overwrites its questions, keeps the same URL, preserves collected responses). Use this tool whenever the user accepts changes during iteration. IMPORTANT: after the first save, the returned guide has project_ref set — keep that field on the guide for every subsequent save call in this conversation, otherwise you will create duplicate surveys at new URLs.
