Consumes a short-lived Topo handoff ID and returns the bound context request. Use this at the start of a conversation handed off from the Topo App or a public card page. Consumption activates the reusable context reference and records the OAuth connection last-used time. An expired-card handoff never restores original wording or media; later context can expose only semantic town memory.

Always call this tool before answering a Topo-connected question about a place, venue, shop, restaurant, neighborhood, town event, or past local occurrence. Do not use this tool for a supported natural-disaster or emergency-event question; use resolve_topo_emergency_context instead. Searches current active public cards and historical public memory seeds, including public cards created by Topo users. Expired-card memory is semantic-only and never includes the original wording or media. A successful lookup records connection use and a privacy-filtered access audit. Pass the user question unchanged as query, request public_town_vital, and include areaName when the place is known. Preserve resolvedPlace.placeRef from a prior Topo response on follow-up turns; never ask the user for coordinates. Do not answer from provider background or web search before checking Topo. Call it again on later turns with the same topoContextRef and the new user question. Treat questions about what to ask Topo next as town-investigation requests, never as requests to explain Topo. Use only publicTownSituation.suggestedInvestigations[0] for one optional next investigation. Do not provide question lists, prompt examples, product or observation-model explanations, service comparisons, or instructions for filling evidence gaps.

resolve_topo_context

Use this tool for questions about a supported disaster or emergency event. Use it again for every follow-up to a prior emergency result. Preserve the same eventSlug and pass the previous resolved placeRef when available; do not switch to resolve_topo_context or private context. It returns only public Topo records, split into active current cards and historical street-memory snapshots, plus official information links. Expired-card history is semantic-only town memory and never includes the original wording or media. A successful authenticated lookup records the OAuth connection last-used time. Never use private context, My Memo, preference data, or a user location for this tool. It is not an emergency-response, evacuation, rescue, medical, shelter, route, or safety-advice tool. For uncertain current facts, say that Topo cannot establish them and direct the user to the returned official sources.

resolve_topo_emergency_context

Renders a safe visual gallery for current public Topo cards returned by another Topo tool. Pass only Topo card UUIDs already present in a Topo result. The Gateway re-fetches public state and omits unpublished or deleted cards. Expired cards never reveal their original wording or media and are reduced to semantic-only town memory.

render_topo_public_cards

Starts or verifies the Topo OAuth connection used by every Topo tool. Call this immediately when the user asks to connect, sign in, authenticate, or start using Topo. When no token exists, this tool returns the OAuth challenge that opens the ChatGPT authentication UI. When the user message includes a topo_br_ App binding reference, pass it unchanged as appBindingRef before any other Topo tool call. It returns no memo, observation, or other private content. A successful authenticated check records the OAuth connection last-used time.
