Civic Marketplace

Available only to authenticated agency users; supplier sessions cannot create buyer-side quote requests. Create multiple quick quote requests from CSV text. The agency is inherited from the authenticated caller. Quick Quote deadlines must be today through 30 calendar days from today, inclusive. The API validates every row before creating anything; if any row is invalid, no requests are created and a row-by-row error report is returned. If every row is valid, all requests are created and each sends the normal supplier/CM notifications. Notifications may be sent by email, and configured CRM or analytics integrations may be updated. CSV headers: quotes_deadline (YYYY-MM-DD), specifications, plus supplier_ids or suppliers, plus nigp_code_ids or nigp_codes. Use semicolon, comma, or pipe within supplier/nigp cells. supplier_ids are numeric CM supplier IDs or sup_ opaque IDs; suppliers are names. nigp_code_ids are internal numeric IDs; nigp_codes can be class numbers like 208 or search terms like computer software.

bulk_create_quick_quote_requests

cancel_coop_quote_request

cancel_quick_quote_request

change_coop_quote_owner

count_suppliers

Available only to authenticated agency users; supplier sessions cannot create buyer-side quote requests. Create a direct cooperative contract quote request for the authenticated caller's agency. This sends the request to selected suppliers already linked to the contract. Notifications may be sent by email, and configured CRM or analytics integrations may be updated. The agency is inherited from the caller and cannot be supplied by the client. The agency, contract, and suppliers must be in the caller's partner scope, every supplier must be on the contract, and the agency must have a primary agency user. V1 does not create white-glove requests or attachments.

create_coop_request

Available only to authenticated agency users; supplier sessions cannot create buyer-side quote requests. Create a Civic Marketplace Quick Quote request for the authenticated caller's agency. The deadline must be today through 30 calendar days from today inclusive. The request is sent to the selected eligible suppliers and may trigger email, CRM, or analytics updates. Inputs require numeric internal NIGP IDs and numeric Quick Quote-eligible supplier IDs. The agency is inherited from the caller; the agency and suppliers must be in the caller's partner scope, the agency must have a primary agency user, and at least one NIGP code is required.

create_quick_quote_request

Return full detail for one contract, including its description, value bracket, term dates, status, suppliers, cooperative, lead entity, city services, NIGP codes, and associated document metadata. Document records include document_id values suitable for contract-document reading. Documents are also downloadable from the authenticated contract page. Returns a permission message when the caller's entity is not authorised to view the contract.

get_contract

Available only to authenticated agency users; supplier sessions cannot use this agency workflow. Get one authenticated-agency coop quote request with owner, status, suppliers, and response counts. Requires quote-requests:read or quote-requests:write.

get_coop_quote_request

Read messages in one or more Civic Marketplace inbox conversations for the authenticated agency or supplier. Provide either conversation_id for one conversation or conversation_ids for up to 5 conversations. Batch requests fetch each conversation concurrently, return separate pagination metadata for each, and support up to 25 messages per conversation. Requires inbox:read or inbox:write.

get_inbox_messages

Return the authenticated agency or supplier user's unread Civic Marketplace inbox conversation count. Requires inbox:read or inbox:write.

get_inbox_unread_count

Available only to authenticated supplier users and always scoped to the authenticated supplier; supplier_id is not accepted. View a privacy-minimized summary of the authenticated supplier profile, including public company details, services, certifications, states served, and capacity. Full profile for one supplier: name, intro/about description, location, address, states served, phone, email, website, social links, certifications (HUB/WOSB/SDVOSB/etc.), verification status, and a deep-link to their CM profile.

get_supplier

Get one solicitation available to the authenticated supplier, including documents, requested items, and this supplier's questions/bid status. Requires supplier-solicitations:read.

get_supplier_solicitation

Available only to authenticated supplier users and always scoped to the authenticated supplier; supplier_id is not accepted. Invite a teammate by sending an email invitation to the authenticated supplier account. Requires team:write and supplier admin access.

invite_supplier_team_member

Available only to authenticated agency users; supplier sessions cannot use this agency workflow. List agency colleagues eligible to own a quote request, with name, role, and email but without internal agency-user IDs. Supports search and pagination. Requires quote-requests:read or quote-requests:write.

list_agency_users

List certifications suppliers can hold, including SBE/diversity certifications such as DBE, MBE, HUB, and WOSB, and technical certifications such as ISO 37001, AZ-104, and A+. Supports search by name or abbreviation and filtering by the sbe or technical family. Results include the abbreviation and name accepted by supplier certification filters.

list_certifications

Available only to authenticated agency users; supplier sessions cannot use this agency workflow. List the authenticated agency's coop quote requests with status counts. Requires quote-requests:read or quote-requests:write.

list_coop_quote_requests

List purchasing cooperatives whose contracts are accessible. Use returned IDs as the `coop` filter on search_contracts. Results are cached briefly server-side.

list_coops

List the authenticated agency or supplier user's Civic Marketplace inbox conversations, optionally unread only. Requires inbox:read or inbox:write. These are marketplace threads, not email messages; show the counterparty from `other_party_name`, the topic as `Re: Quote #<quote_id>` unless `subject` is present, the last message preview, unread count, and updated date. Do not show internal user ids or invent an email-style subject.

list_inbox_conversations

List lead entities (cities, counties, agencies) that own contracts. Use returned IDs as the `lead_entity` filter on search_contracts. Results are cached briefly server-side.

list_lead_entities

List the authenticated user's team members. Supplier sessions return supplier teammates; agency sessions return agency colleagues eligible for quote ownership. Requires team:read for suppliers or quote-requests:read/write for agencies.

list_my_team_members

list_city_services
