Paragrafiq

Use when it matters whether a decision is still followed, or after the legislation it rests on changed. Returns for one decision its relations to other decisions (departed from, quashed, followed, distinguished) with quote, scope and status, and the citing decisions newest first with a snippet, word signals and who speaks. Links are incomplete: no recorded relation is not proof that the decision remains authoritative.

get_czech_case_law_treatment

List the acts linked to a Czech act in the eSbirka link data held by Paragrafiq: its implementing regulations (link type PROVADECI, with the sections they are linked from), the acts that empower it (the same link in the opposite direction), the EU acts it refers to and, for a given provision, the provisions and acts that provision refers to. The wording in force on the given date is read; when it has no implementing regulations but an earlier wording does, the list is taken from the newest earlier wording that has them (implementedByBasis, implementedByWording, implementedByNote carry that wording date) and may be incomplete or outdated. Returns citations, titles, act types and public paragrafiq.cz URLs; the lists carry their total and a truncated flag (implementing regulations are capped at 200).

list_related_acts

List the acts that amended a given Czech act, oldest first, with the date each amendment took effect, how many parts of the act it changes and the public paragrafiq.cz URL of the amending act. Each amending act also lists changeKinds: what it does to the act (amended, inserted, repealed for repealed parts, act_repealed for repeal of the whole act, renumbered, corrected). The period is bounded by since and until. Coverage comes from the consolidation data: an empty list is not proof that the act was never amended. An act name that does not identify one act returns candidate acts instead of amendments.

list_amendments

List the public authorities whose guidance (metodiky, pokyny, informace) is in the Paragrafiq database, with the number of documents of each. Each entry carries an issuerId. The list is refreshed hourly and covers only authorities with readable guidance.

list_guidance_issuers

Use when a holding or reasoning is to be attributed to a specific decision. Returns the passages of one decision where the given words occur, with the section, the position in the text and an estimated zone: legal sentence, operative part, the court's own assessment, or a summary of parties and lower courts. One decision is read per call, and only around the given words.

read_czech_case_law_passages

Use when the wording of a Czech provision at a date is needed to answer a question about rights, duties, deadlines or claims, with the provisions its text refers to by number. Returns the wording (version_iri, requested_date), the dates this provision's own text applies, warnings, related_provisions with an excerpt and a label for a time limit, exception or transitional wording, and links_out; a subsection or letter comes with paragraph_outline. The dates of changes are returned by get_czech_law_provision_history.

read_czech_law_provision

Use when the text of one guidance document of a Czech authority is needed. Returns the document text in pages with its issuer, type, status, dates and link, and marks copies of court decisions and texts with damaged diacritics. It is administrative practice, not binding law; documents are found by find_czech_guidance.

Use when the full explanation of one provision or point in an explanatory report is needed. Returns the whole explanation of the section as written in the report, including sub-headings such as "K odst. 2", or the outline of the report when no section is given. Section numbers are those of the bill, not of the enacted act, and the report does not describe changes made in Parliament; reports are found by find_czech_explanatory_report.

Read one anonymised Czech court decision from the Paragrafiq database, by internal caseId, by ECLI or by docket number (spisova znacka, any spelling). When several decisions share the identifier the first is returned and the others are listed in otherMatches. Mode "overview" returns metadata, legal headnotes with their provenance, cited acts and related decisions; mode "full_text" returns the anonymised decision text paginated by offset/nextOffset. Personal data is removed at the source - only decisions published in anonymised form are readable.

Read the text of one Czech explanatory report (duvodova zprava) from the Paragrafiq database. Returns plain text paginated by offset/nextOffset together with the provision references each chunk relates to, and the URL (public paragrafiq.cz page, or the bill document on psp.cz when the report has no page here). An explanatory report is an interpretive aid, not binding legal text.

read_legislative_material

Read the text of one Czech public-authority guidance document from the Paragrafiq index. Returns plain text paginated by offset/nextOffset, plus the issuing authority's own URL (sourceKind "external"). The response says what it does not contain (truncated, omittedFragmentCount, nextOffset) and carries citationNotes that go with any citation. Guidance is administrative practice, not binding law.

read_guidance

Read the exact wording of a Czech or EU provision at a given date from the Paragrafiq database. Accepts either a full citation string or an act plus a section. Returns plain text without HTML, the public paragrafiq.cz URL with an anchor to the provision, and the number, title and status at that date (in force / repealed) of the act that was read. Reads only when the act is identified unambiguously (actIri, number, or a common Czech act name or abbreviation); otherwise returns candidate acts with number, title and status and no text. With changesSince it also lists the later amendments of that provision and their transitional provisions; changeKinds says what each amendment does to it (amended, inserted, repealed, act_repealed, renumbered, corrected). Long texts are paginated via offset/nextOffset.

read_provision

Search anonymised Czech court decisions in the Paragrafiq database. By default it covers the Supreme Court, the Constitutional Court, the Supreme Administrative Court and regional courts in administrative matters; district courts and the ordinary regional and high courts are included when requested through courts (the database holds only part of the lower-court decisions). Combines full-text and semantic retrieval; when actIri and provision are given it also uses explicit citation links. Filters: courts, decision date (decidedFrom/decidedTo/year), decisionTypes. Returns at most 20 decisions per call with docket number, court, date, decision type, headnote when available, what later happened to the decision (treatment: overruled, annulled, distinguished, followed, also when only partial) and the public paragrafiq.cz URL. Paging: offset, with window.nextOffset in the response. Ordering is a plain retrieval baseline without reranking.

search_cases

Search Czech legislative materials - explanatory reports to bills (duvodove zpravy) filed with the Chamber of Deputies. They document the legislator's intent behind a provision. Searches by actIri and provisionRef (explanatory text of one provision), by actIri alone (materials linked to the act) or by free-text topic. Each hit carries a document id and a URL: the public paragrafiq.cz page when one exists (sourceKind "paragrafiq"), otherwise the Chamber of Deputies bill document on psp.cz (sourceKind "official").

search_legislative_material

Use when no legal sentence covers the topic and the wording of a decision's reasoning or operative part matters. Searches the anonymised full text of published Czech decisions for words, stems and phrases, filtered by court, date and optionally by a cited act, and returns candidates ordered by weight. A match may sit in a party's argument; the passages of one decision are returned by read_czech_case_law_passages.

Hybrid full-text plus semantic retrieval. Each hit carries a document id and the issuing authority's own URL (sourceKind "external"), because guidance has no public page on paragrafiq.cz. Guidance is administrative practice, not binding law.

search_guidance

Use when a word, time limit, definition or mandatory rule is to be located in one act, or the absence of a term in a range of paragraphs is to be shown. Searches word stems or a prepared pattern in the whole text of one act at a date, optionally within a range of paragraphs; returns matching units with a snippet and the number of units searched. No match holds only for that pattern and wording, and only that act is searched.

search_czech_law_in_act

Use when a provision changed or an act was repealed and it matters whether the new wording applies to earlier facts or pending proceedings. Returns the transitional provisions of an amending act for the part that changes a given act, marks points that mention a provision, and gives the effectivity provision; or lists the transitional sections of a base act. The earlier law a point keeps is returned by read_czech_law_provision, general rules by get_czech_law_general_rules.

get_czech_law_transitional_provisions

Use when a provision may have changed between the date of the facts and today. Lists the dates on which its text actually changed, with the text after each change, previous_wording_as_of and the amending act (unknown when the amendment record is missing). A changed text does not show which wording governs earlier facts: transitional provisions are returned by get_czech_law_transitional_provisions and the earlier wording by read_czech_law_provision.

get_czech_law_provision_history

Use when the place of a paragraph in the act and the limits of its scope matter. Returns part, title, chapter and division with headings, the group heading, neighbouring paragraphs with their first sentence, sibling units, and scope rules of the enclosing units found by wording patterns ("ustanovení tohoto pododdílu", rules that cannot be contracted out of); the list may be incomplete.

get_czech_law_provision_context

Use when the exceptions, special rules or "obdobně" provisions that refer to a given provision are needed. Lists places that link to it in the same act and optionally in other acts in force at the date, with the referring text. Only references marked as links in the official collection are covered; a reference written in words without a link is not listed.
